QUALIFICATION REGULATIONS
1997 REVISION
QUALIFICATIONS REQUIRED FOR MEMBERSHIP
This document sets out the requirements for candidates applying for membership or transfer and is intended for the guidance of such candidates and the Membership Committee. It amplifies and interprets the relevant clauses in the Constitution and is subject to amendment by Council from time to time.
A section is devoted to each grade of membership and each section is as far as possible complete even if some clauses of the Constitution are repeated without amplification.
QUALIFICATIONS REQUIRED FOR MEMBERSHIP
1.0 STUDENT
(Clauses 2.4.1 and 2.4.2 of the Constitution refer)
1.1 EDUCATION
1.1.1 The minimum educational qualification required shall be one of the following:
1.1.1.1 A South African Matriculation Certificate
1.1.1.2 A National Senior Certificate
1.1.1.3 A N3 Certificate or a National Technical Certificate (Part III)
1.1.1.4 A Certificate acceptable to Council as equivalent to 1.1.1.1 or 1.1.1.2 or 1.1.1.3
1.1.2 The candidate shall at the time of the application be registered as a student for an approved course in electrical engineering at a recognised tertiary institution. An approved course is one leading to the qualifications required for membership as Member. The course shall be one of the following:
1.1.2.1 A degree course at a South African University
1.1.2.2 A Diploma course at a Technikon
1.1.2.3 A course acceptable to Council as equivalent to the above
1.2 ADDITIONAL CONDITIONS
1.2.1 An applicant may be graded as a Student and be a Student member during the period of 6 years from the date when he was first registered as a student as in 1.1.2 above at the commencement of his tertiary studies.
1.2.2 At the end of this 6 year period a Student shall be transferred to the grade of Associate unless:
a) he has applied for and is granted an extension of time as a Student, or
b) he has applied for and been granted transfer to a higher grade of membership.
2.0 ASSOCIATE
(Clause 2.5 of the Constitution refers)
2.1 EDUCATION
2.1.1 The minimum educational qualification required shall be one of the following:
2.1.1.1 A South African Matriculation Certificate
2.1.1.2 A National Senior Certificate
2.1.1.3 A N3 Certificate or a National Technical Certificate (Part III)
2.1.1.4 A Certificate acceptable to Council as equivalent to 2.1.1.1, 2.1.1.2 or 2.1.1.3
2.2 EXPERIENCE
2.2.1 The candidate shall at the time of application and for at least a period of 3 years have been involved in any activity in electrical engineering to the satisfaction of Council.
3.0 COMPANION
(Clause 2.6 of the Constitution refers)
3.1 Council may invite any person who has rendered important services to electrical engineering in commerce, finance, law or science or who has been involved at such high level with the applications of electricity that his election as a Companion would be in the interest of the Institute.
3.2 Since admission to this honorary grade is by invitation, there can be no formal application procedure, but application for election to other Institute grades should also be scrutinised with this grade in mind.
3.3 Companions may be processed by Members, Senior Members, Fellows or Honorary Fellows of the Institute and must be supported by one other such member. The proposal shall be considered by the Membership Committee and recommended to Council for final approval.
4.0 MEMBER
(Clauses 2.7, 2.7.1, 2.7.2, 2.7.3 and 2.7.4 of the Constitution refer)
4.1 QUALIFICATIONS
4.1.1 A bachelor's degree in electrical engineering from an institution accredited by the Engineering Council of South Africa or a qualification deemed equivalent by Council; or
4.1.2 Academic qualifications other than that in 4.1.1 above followed by a period of experience in electrical engineering at a level and duration acceptable to Council.
Acceptable experience shall be deemed to be experience in industry as well as teaching/lecturing at a suitable tertiary level, gained subsequent to attaining one of the academic qualifications in (a) to (f) below, in a position normally requiring that qualification.
Duration of Academic Qualificatio acceptable Electrical Engineering experience
a) A Laureatus in Technology (Laur Tech), or a Doctor Technologiae (D Tech), or Nil
b) A Master’s Diploma in Technology (M Dip Tech), or a Magister Technologiae (M Tech), or Nil
c) A successful 3rd year of a BSc degree of an approved South African university, or1 year
d) A 3 year degree from a recognised foreign institution, or 1 year
e) A Baccalaureus Technologiae (B Tech), or 1 year
f) A National Higher Diploma for Technicians (NHDT), or a National Higher Diploma (N H Dip), or 2 years
g) A National Diploma for Technicians (NDT), or a National Diploma (N Dip), or 3 years
h) an academic qualification from an institution As determined inside South Africa acceptable in lieu of one by Council of the foregoing
i) an academic qualification from an institution As determined outside South Africa acceptable in lieu of by Council one of the foregoing
4.2 A candidate who has successfully practised in electrical engineering at professional level to the satisfaction of Council for a period of 10 years and has reached the age of 40, may be admitted to the grade of Member. Under exceptional circumstances Council may reduce the age requirement.
4.3 Qualifications in science or engineering other than in electrical engineering acceptable to Council or equivalent in level one of those set out in 4.1.1 or 4.1.2 above, may be accepted for admission to the grade of Member provided that the candidate at the time of application and prior to application had been involved with electrical engineering to an extent acceptable to Council.
5.0 SENIOR MEMBER
(Clauses 2.8.1, 2.8.2 and 2.8.3 of the Constitution)
5.1 A candidate for election or transfer to this grade shall be an engineer, educationalist, scientist, or technical executive in the field of electrical engineering.
5.2 The candidate shall have held qualifications of a level as required for a Member as set out in Regulation 4.0 and have been active in the field of electrical engineering for a period of at least 10 years subsequent to achieving the qualifications.
5.3 The candidate shall have shown significant performance over a period of at least 5 of those years, such performance including one or more of the following:
a) Substantial engineering responsibility or achievement
b) Publication of engineering or scientific papers, books or inventions
c) Technical direction and management of important scientific or engineering work with evidence of accomplishment
d) Recognised contribution to the advancement of the electrical engineering profession
e) Development of furtherance of important scientific or engineering courses in an accredited educational programme.
f) Contributions at least equivalent in significance to those of (a) to (e) above in areas such as technical editing, patent prosecution, provided these contributions serve to advance progress substantially in electrical engineering.
6.0 FELLOW
(Clauses 2.9.1 and 2.9.2 of the Constitution refer)
6.1 Only Senior Members of at least 5 years standing may apply or be nominated for election to Fellow.
6.2 The candidate shall have, over the period of at least 5 years displayed:
a) outstanding ability
b) a high degree of responsibility
c) and made an important contribution to electrical engineering
6.3 Under exceptional circumstances the requirements of 6.1 above may be waived but the conditions of 6.2 must be met and in addition the experience and performance as set out in Regulations 5.2 shall be demonstrated.
Exceptional circumstances shall be circumstances of significance, such as permanent domicile outside Southern Africa prior to application or nomination, which precluded the candidate from following the normal path to the grade of Fellow.
