Synopsis

This EE Business Intelligence webinar will examine the key findings and recommendations of a recent SAETA report, Policy to Power: Ten Actions to Deliver Green, Accessible and Secure Electricity, to explore what they mean for South Africa’s electricity market reform process, the development of competitive electricity trading, and the practical steps required to unlock large-scale private investment while maintaining security of supply and affordability.

South Africa’s electricity reform programme has moved rapidly from policy debate to implementation. But the critical question now is whether the country can successfully execute the reforms required to deliver a competitive, secure and affordable electricity system.

After more than a century of monopoly control, the sector is transitioning toward a multi-market electricity system underpinned by wholesale market trading, bilateral contracts, and expanded private investment in generation.

Success now depends on effective execution, institutional coordination and clear sequencing of reforms across government, regulators and market participants.

Priority actions needed to translate legislation and policy commitments into a functioning electricity market include, finalising the Electricity Pricing Policy, strengthening regulatory capacity, accelerating transmission expansion, clarifying Eskom’s future role, and establishing the South African Wholesale Electricity Market (SAWEM) alongside bilateral electricity trading.

Electricity traders are emerging as a key mechanism connecting generators, customers, financiers and networks, with trader-linked projects already accounting for a significant share of privately contracted generation reaching financial close in recent years.
